Mittens, scarves and down jackets remain stashed away on many days as Syracuse experiences an atypically mild winter.

This winter is, thus far, Syracuse's fourth warmest since 1902. And following last year's nearly record-setting winter for snowfall, the total this year in Syracuse is almost 12 feet less than at this time in February, according to the National Weather Service.

Low heat, low lights and no TV are hallmarks of how four students live in their home at 821 Comstock Ave.

The amber glow coming from the dichloromethane bottle in the living room barely lights the space enough to read. The bottle is filled with old Christmas lights, dug out from the neighbors’ trash.

It’s one of Gavin Okoniewski’s favorite parts of the house.

“We’ve been trying to do this project basically on no money and very little supplies — things we find in the Dumpsters or what we can find for free on Craigslist,” said Okoniewski, a junior at the State University of New York College of Environmental Science and Forestry.

SUNY-ESF landscape architecture students join more than 20 other Syracuse residents in the PARK(ing) Day initiative.

Early morning classes can be a hassle and finding a parking spot on Marshall Street is sometimes near impossible.

That situation was even more apparent Friday as a dozen or more SUNY College of Environmental Science and Forestry students took part in PARK(ing) Day 2010 as part of a class assignment.

Plus, SU and ESF come to an agreement about tuition benefits and BBC plans to cut radio stations and Web spending.

The U.S. Postal Service plans to change its schedule, and will likely cut Saturday deliveries, CNN reports. USPS plans to make the proposal Tuesday, which includes closing some branches and expanding the use of self-service kiosks. The plan is trying to get the USPS out of debt. USPS lost $3.8 billion in 2009 and the amount of mail was down 12.7%.

Plus, Jets running back Thomas Jones will be released and SU and ESF reach an agreement.

Chile reopened its copper mines, closed after Saturday's earthquake, on Monday. There was no serious damage reportedly done to the mines and some were unaffected. A quarter of the top copper producing mines were shut down over the weekend. According to The New York Times, the mines were shut down because of power outages and fear of further disruption.

Obama and team discussing how many troops needed in Afghanistan

According to CNN President Barack Obama will begin discussing how many troops are needed in Afghanistan tomorrow with his security team.  General Stanley McChrystal, the lead commander in  Afghanistan, called for an additional 40,000 troops for the effort.  Conservatives are urging the president to move forward with this surge of troops.
